Who is probably a local groceries merchant, member of women group or any shop with internet and computer/smart device and can access range of products/services available on platform. VLE’s provide offerings or services on the platform to the consumers make transactions. VLE’s will do a detailed village level mapping on consumer needs and behaviour.
